OPAC self registration - userid non-Latin characters problem

Hi,
after upgrade koha (from 16.05.01) when a user registrates from OPAC, KOHA generates login automatically (firstname.surname). If login has non-Latin characters, it changes them to character "x".
I forgot to add that the database data save numerical HTML encoding e.g "Pawełek" in database  "Pawe&# x142;ek"
Where can I search for the reason?
KOHA 16.05.03
PERL 5.020002
Linux koha 3.16.0-4-amd64 #1 SMP Debian 3.16.7-ckt25-2+deb8u3 (2016-07-02) x86_
