Summary: Send notification on creation of manual invoice

It would be nice if when adding a manual invoice (say for a damaged item) an
e-mail notification could be sent.
Currently to tell the patron without them logging into the OPAC or coming into
the library we have to send the e-mail manually. This is time consuming if we
have a lot of damaged items being processed at once.
